Douglas MacLean is a Fulbright Scholar and Georgetown Law Scholar, with a Juris Doctor from Georgetown University Law Center in Washington, D.C. A fluent Japanese speaker, he is currently researching Japan's legal response to human trafficking, particularly through international marriage migration.
Mr. MacLean has focused on human trafficking issues for the last six years, first as a senior legislative staff member in the California State Assembly, then as a Legal and Policy Fellow at the Polaris Project, an anti-trafficking organization based in Washington, D.C. He has also worked with the UN Inter-Agency Project on Human Trafficking (UNIAP) in Bangkok, where he investigated the intersection of international marriage migration and human trafficking in the Mekong region.
His most recent published work includes articles on the international legal response to human trafficking (UC Davis Journal of International Law and Policy, 19.1, 2013), as well as a legal examination of Korea's National Human Rights Commission and its vulnerabilities to outside influence. Junko MIURA is a researcher at CDR. Her current research deals with social integration of resettled refugees from an anthropological perspective. She is currently involved in researching the third country resettlement programme in Japan. She holds an MA in Social Anthropology of Development, School of Oriental and African Studies (SOAS), University of London. She studied the human motilities between developed and developing countries as well as migration networks using Overseas Filipino Workers (OFWs) in Italy as a case study.

    HM Inspectorate of Prisons, INSPECTION MANUAL 2008, JAPANESE EDITION is a manual developed for fair and effective inspection of criminal and immigration detention facilities in U.K. CDR was permitted to translate and publish it, and has issued it in January 2013.
    This manual is expected to be one of the materials must be read by professionals and specialists of this field, as the contents fully cover how and why those inspections need to be conducted with very concrete procedures and examples. Of course the contents are originally for the inspection in U.K. but the essence is also applicable to other countries.
    Dr. Satoshi YAMAMOTO
    Satoshi YAMAMOTO is Project Associate Professor of the Graduate School of Arts and Sciences at the University of Tokyo. He has received his doctoral training at Nagoya University (Ph.D, 2005). His research focuses on refugee in International Law, especially on changing protection trends including activities of UNHCR.
    His recent works include The Provisional Rules of Procedure of the United Nations Security Council and the Council's Recent Practices (co-written with Ikuyo HASUO et.al., Research Institute for Peace and Security, January 2009), Concept of Refugee in International Law Studies (Discussion Paper for Peacebuilding Studies No.12, June 2008, in Japanese), and Refugees, Peace-building and Human Security in Asia (co-written with Yasunobu SATO, Working Paper of Asian Society of International Law 2007/13, March 2007). Asylum in Japan

The number of asylum claims in Japan has increased rapidly in recent years, and about 2,500 asylum applications were submitted in 2012. Though the number is still small compared to other industrialized countries, the asylum system including the Refugee Status Determination procedure is under challenge in Japan.

is a pilot project to research country of origin information useful for refugee status determination.

 

COI Query

COI Query is a query service provided mainly for the Refugee Examination Councelors. It was started in February 2013 as a pilot project collaborated with LexisNexis Japan.

COI Database

COI Database is an online database programed by CDR to accumulate COI available in Japanese. It was launched in September 2013, collaborated with Japan Lawyers Network for Refugees.

Resettlement

is a movement of refugees migrating from the current asylum country to another country, to seek a more sustainable and hopeful environment.

 

Resettlement in Japan

The Japanese government launched the Refugee Resettlement Programme in 2010, and since then 45 refugees who formerly lived in a refugee camp in Thailand have been admitted through the programme (as of March 2013).

CDR has been engaging in research about RRP since the beginning of the programme, by interviewing the refugees and visiting their resettled locations and the refugee camp. The following are the keys to understanding RRP in Japan.

Resettlement in the World

Since the founding of UNHCR in 1951, over 7 million refugees and their families have been resettled. In recent years, over 70,000 refugees and their families are admitted each year through resettlement across the world.

Activities

ANRIP engages in:
  • encouraging inclusive participation of members and inviting new members;
  • facilitating communication and information sharing among members by organizing monthly web meeting;
  • sharing and accumulating information on refugee and international protection in each jurisdiction;
  • publishing and managing the information and data through the online database (ANRIP-Web) and CDRQ
    CDRQ is an open journal published quarterly basis. The aim of the journal is to disseminate information collected from research activities of CDR and related partners. It also welcomes contributions not only from academics but also from practitioners who are facing real social problems. This journal focuses on issues of movement of people basically. However the contents also include variety of related areas such as governance and conflict resolution and prevention, as these issues induce and escalate forced displacement and more longer-term movement of people. The purpose of the journal is to provide a crosscut perspectives on refugee and migrant issues with comprehensive awareness to the issues of movement of people.

CDR is actively involved in documenting trends in human trafficking.

CDR is actively involved in documenting trends in human trafficking within the region, and from an international law perspective. With the explosion in international marriage migration throughout East and Southeast Asia in recent years, the exploitation of marriage migration routes for human trafficking is of particular interest.
